25. Turning to sustainable transport, in both my previous submissions I have "invited clearer emphasis on promoting Cheltenham as a cycling town". It would be clearer if the language referring to creating a "sustainable transport infrastructure" were tightened to include a direct reference to promoting a safe and segregated cycle network. 26. Swindon Parish Council find the proposals contained within the plan unsound as it does
not address the complex issues of the transport infrastructure resulting from the
development proposals for the NW Cheltenham or the impact that the transport will have
on the wider transport network.

I am pleased to attach Railfuture's response to the above Consultation. We support Policy TN1 and the Objectives Themes A and B. Our only criticism of the soundness of Policy TN1 is that an alternative route to connect the Gloucestershire Warwickshire Steam Railway to a new junction with the main line in the Swindon Village area does not appear to have been considered. We have no objection to the legal compliance of the Plan.

Whilst the plan talks about sustainable transport and the preference for walking and cycling there's is little detail about how this will be achieved or how this builds on the current network. The current network, whilst benefitting from some enhancements in signage and other measures has not fundamentally progressed for some years now - whilst Cheltenham has a better overall opportunity to encourage sustainable travel that many comparable towns. We consider it imprudent to rely on policies in the JCS and on implementation of the Cheltenham Transport Plan to resolve existing and expected transport issues in Cheltenham. The former is at a too high, strategic level and relies solely on developers to come up with mitigation proposals. The latter is hugely controversial and many people feel that it will not succeed.

As section 14 and section 12 comments. The Local Plan and emerging LTP from the JCS requires much greater detailed analysis work before it can be considered sound.

How are retail and commercial business to thrive in the town centre when access policies are being
restricted, by an over-congested road network, an out-of-town train station, expensive buses and
